Yes. You can score individual bouts and team relays without setting up a competition.
No. You enter scores manually. FencingScores helps you record and manage bouts; it does not detect touches.
Individual bout scoring can be used offline. Joining competitions and sharing competition updates require an internet connection.
An organizer account is required to create a competition. Joining requirements depend on the role and access provided by the organizer.
